This cemetery was leagally established in 1999 when proffer #13.g of rezoning #99-0022 was adopted by the Prince William Board of County Supervisors, and states "The Applicant reserves the right to establish a private family cemetery plot in Land Bay 5 in the location generally shown on the Plan."
The Caruthers family are the developers of Belmont Bay and owners of the former Osprey's Landing Golf Club. The golf course closed in November 2015. The property is used as an event space to host weddings and other events.
